ROBERT, La. - U.S. Coast Guard Commandant Adm. Thad Allen speaks with local, state and federal members involved with Deepwater Horizon Response at the unified command here, during an all-hands May 1, 2010. Allen will serve as the National Incident Commander for the Department of Homeland Security's continued, coordinated response. During the 'all-hands, he spoke about providing additional authority and oversight by leveraging every available resource to respond to the BP oil spill and minimize the associated environmental risks.
